I don't think there is anything "risky" about it. I am expecting there to be designs of lesser quality and poorer design than others - though tastes are always different. Something I might not like might be something others like.
It seems inevitable, but if people do not like the quality and design of a Knuffel, no one needs to adopt it. I do not see the harm in it.
I will not reject any kind of Wild Knuffel submission because the "art is not good enough" for my liking.
I will decline entries that, for example, don't have a clean white background but chunks of white pixel around them and things like this. - These are the kind of "quality" I will look for. But about artistic quality - I am not gonna judge that. I think that's one of the great aspects of this feature - don't like it, don't like a particular Knuffel? Don't adopt it. No, it cannot be based of an old Knuffel, but has to be your own work.
I don't really see any option for anyone to create a Knuffel if you can't do art at all (Though I believe everyone can, even though everyone has different skills!).
I am afraid I am not sure what you mean by "we get to keep our Knuffel?" etc.

Tricky. I still kind of reserve the right to use any of the old designs for newer Knuffel myself, so I'd rather say no. Though I will probably never use any of them. Probably depends on which one you had in mind
