this is based off anime alone here, but I've seen some elementary schools allowing their students casual wear, and others have uniforms.

middle schools tend to have uniforms, same with high schools.
Actually, students form a very close relationship with their home room teachers, most of the time, they become more like parents to the students than their own parents. (...I've heard parents don't hug their kids too often D= )
So homeroom teachers go with their homeroom classes to festivals to hang out with them, and make sure they behave.

Same here; I've also seen grade-schoolers in and out of uniform, depending on the anime.
I'm not talking about out of school festivals, though; I mean in school ones, where students set up booths and stuff.
A lot of Japanese kids join clubs or go to cram school, right? More than the students in the US or in other countries, do you think?
