I could see the first one happening, but the second one would be tricky, because hairstyles are shaped very differently and it is not possible to make one "backhair" in a way that fits all "fronthair".

The hats don't fit all hairs either, so it's probably not a problem. People would just have to play around with which ones worked, which would be a large percentage.

Yes, but hats fit "most" hair in some way. They might look not so good on all hair, but they don't caused a "glitched" look, which would be the case with this hair back/front thing. It would not fit most hair and I had this discussion before (when people wanted to have all hair back and hair front to be combine-able with each other) and I showed many example images to prove my point, so you will just have to go with my word on this one.
