I am not sure about this. You usually don't wear skirts that high, so it woulld look weird to me to have a skirt that covers your belly. (And we could only have skirts that would be the shape of the body base, otherwise it would cause layering issues.) But if you have a problem with shirts showing bellies, why don't you try some of our understhirst with them?
Ooh, how about instead of a skirt, it could be like a "corset undershirt"? It'd be exactly what it sounds like, an item on the undershirt layer that looks like a corset. There could be two basic styles, one that goes up to or over the bust, with no gaps between the corset and any shirt worn over it, and a shorter style that goes only up to the avi's waist at the highest.
There could be basic ones in all the colors, and simple two color designs in Bananarama, with fancier ones in Lunatic Fringe.
I can see the reason for wanting something like this rather than a regular under shirt. If one wanted to wear shirts like the April Ruffle Top or Majolica Top with the belly covered, but still wanted the upper parts of the body to remain bare (arms, shoulders, chest, neck) none of the undershirts we have would do. A corset undershirt would cover the belly (or most of it, in the case of the shorter corset) but leave the upper parts of the body uncovered so the shirt retains more of it's original look.
