I don't know about whole countries, but I think in some places it's not worth the investment.
I've never hard an AC. Ever.
We rarely ever go over 35ºC (95ºF), and a most of summer we are even below 30ºC (86ºF).
In my hometown reaching temperatures of 40ºC (104ºF) was not unheard of, and still we had no AC...
Why? Because the night weather is way more benign. You open the whole house at night so it cools down.
Then during the hotter hours you shut everything close (traditionally wooden shutters, nowadays roller shutters are prevalent) to avoid heating up.
Done. Energy efficiency at its best.
Of course bussiness do have AC (they are not gonna have their windows closed!) but most homes do not really use it.
But we have those other measures in place. Which in fact surprised me at first when I travelled to other countried: they had blinds that looked like a joke to me :D
