I guess a unlogged person can hug, like they can vote in the art gallery.

I just noticed that in forums I can no longer hug somebody twice in a row yet when I go to there profile I can still give chain-hugs. Why is that?

Probably because the link on the hug button in the forum uses a java-script that leads to the same place.
