I wasn't counting them all as major changes, only the ones I specified I would consider major which is about four. Firn still usually accepts a knuffel if it has a bunch of smaller changes as well. And looking at the stages for most of them the changes overall hover around eight.

I am a little concerned, after re reading the first post. That my knuffel is more dressing up then evolving. He is based on a character I used to RP.
Now I am worried that:
A) he is to much of a dress up
B) there aren't enough changes between stages.
Any advice?
Thoughts I had, scrap the ear and tail on the first one and add the ears on the second and tail on the third.
Note, the white background is just a working layer, I didn't want to show a transparent image while asking for advice.

It's definitely more dress up and he lacks changes. There should be at least 3 big changes per stage and in some stages it is even hard to spot any difference at all (for example small additions like neck tie, pocket watch, etc. are all tiny changes only).
However, I think you could still make this work. Start out without the tail and the ears in the first stage for example. Add one of them on one stage, and the other in the next stage, maybe start with the tail being smaller at first and then becoming bigger. His pants could also start out as as short pants becoming long pants instead of having him in his underwear and putting on pants. Then it would be more like evolution than dressup.
Maybe someone else has more tips, but I think these would already help a lot to make this more of a evolution.

Thank you very much for the tips! With your help I managed to make the changes more noticeable and less dress up. (I really hope anyway.)

@Firn: concerning my latest rejection, stages 1-3 were not merely dress up, there was the addition of cybernetic parts (and yes in stage two one of my 3 additions was clothing, but the other 2 "upgrades" were cybernetic) wings, and extensions to the cybernetic parts (the different gray layers on the leg) I do admit a couple additions were clothing in the 1st two evolutions, but there were other "upgrades" that were additions to the body itself ie: leg being replaced by a cybernetic leg, eye being replaced by cybernetic eye, and addition of wings. I hate to have to argue my point here, but its really perturbing that it got rejected because body modifications were considered dress-up (if im understanding the message correctly)
I can edit the first 2 evolutions if absolutely necessary, but Im hoping its not because that took a good while to do in the first place
edit: nevermind that first part
concerning the proportions and position, I used the base that Lil-Chaos Kitten gave to me and assumed that since she had used it before it was in the proper limitations, that I can definately fix

Did you ease in the cybernetic changes or did that suddenly appear on the knuffel from seemingly nowhere? If they suddenly appear on the knuffel for seemingly no reason its usually considered dress-up. So an arm or a leg suddenly becoming cybernetic would fall into this, but since you didn't actually post the images for the knuffel its impossible to tell why Firn would reject it with just words.

but no I didnt suddenly bring them in- except maybe the eye because its hard to ease in a metal eye

It looks like you're just putting clothes on your knuffel; the knuffel itself doesn't change at all, the hair stays the same... the blue dress pops up out of nowhere instead of being for example, underwear, then growing. Then you have a ribbon that just shows up instead of, say, a small bracelet that grows and flows up the arm, and the same with the wings.
Overall, there's just a lot of things popping up but not any change in the knuffel itself. Nothing is growing, everything's just appearing. So yes, it can be classified as dress-up.
