Mona in my opinion is not weak at all.
but depends how you build her.
I pair her with Ayaka and she is only level 60 and hitting 11k dmg.

I got c1 Jean when was trying for Raiden last time.
but now my Raiden shall be guaranteed.
I mostly use jean to heal but working to build my Pyro characters.
tho I'm building right now those who need the emblem set. So Xingqiu. Beidou, Mona and Raiden.

if your crit dmg is below 140 and crit rate below 60
she isn't going to deal that much.
normally your dmg will kinda suck if you don't find the sweet balance of your crit rate to crit dmg.

if she s only doing 200 its definitely her artifacts.
I get mine to do at least 10k.
