Ever since I was little I always been told to spend some money on yourself every month even if it's a little.
I know they are expensive, but if you get 1 every (other) month you'll build a collection.
That is how I used to do it. :}

Rather than spending money on art supplies, I spend it on... food or clothing. I don't have much time for art anyway, except a little bit of digital art.
And like you said, I also try to "reward" myself.. at least I used to in high school xD College is so hectic orz

Food and clothing are necessities so off course you spend money on them.
And luckily digital art doesn't need a lot of expensive stuff. (yeah for free art programs like Paint.net and Firealpaca)
So maybe you could use it to make some extra money. :}

I finished the second run of the event in one day yesterday, so basically I didn't do a lot. :}

But like, reward myself with food! :D The town I'm in isn't very big so there aren't as many stores and restaurants. For me, getting sushi for example would be a reward xD
I could still wear the clothes I have.. but it's nice to go out once in a while lol
And yeah! My tablet was pretty cheap, and the art programs came free with it too.
Telstel: Heyy :D My Halloween is more chill, because it's on a Monday xD I think I had more fun Friday.
