It is still traditional art, just by taking a picture and adding touch ups. But to be on the safe side you should just scan the art.
I believe that you can do what you want, but if it is too obvious photo taken then it most likely won't be accepted.

I have one question:
If I join traditional art, that means all should be done by handmade or I can use photoshop function to color/fix my art?

This is my opinion, but if you colour on your computer, then it'd be under computer graphic. But if you just touch up on your computer, then it would be traditional. Basically how much of your work is done on the computer and how much of it is done off of it? If you do majority of your work on the computer, then I'd think that it's crossed the border into the computer graphics realm.

It seems a little bit complex huh.
So I think I will just keep it all done by hand-made. Cause after scanning the color little bit lighter.

I think that if you full on completely color it in Photoshop it's considered digital. Small things like touch up work, brightening of colors and so forth (because someone else had asked about this earlier, I forget on what page) she said she would probably still consider it traditional work then.
I think it depends on how much work you do with Photoshop (or other image manipulator) as to how she considers it.
