The manga is called Mimi No Kaidan and it's full of interesting stories.
It revolves around a girl named Mimi and the weird/creepy things she experiences 8u
The bodybuilder neighbor would turn them to face him because he enjoyed the ghosts looking at him.
So he was the one moving them xD
