They just appear randomly. You could be constantly clicking for a few minutes, and not see any, then suddenly you get a few eggs in less than a minute. There is no set pattern for them to appear.

Ahhhhh.....I love events. They give me the warm and fuzzies. XD
And btw, time may stop for no one, but that changes if they cast 'stop'. XDDD (Final Fantasy joke, and not a very good one at that. xp)
