Body condition doesn't increase as you age. That's why there's a prime body condition, and that period starts roughly from your early 20s till your 30s. If you want to train a group of human weapons, you would want them to be ready to go by the time they hit their prime. Under the condition that extensive training in both knowledge and field skills takes 1-3 years , the age of Advent fits perfectly P:

He was released a year or two before the story and he has no memory, that means he's still in the period where he should be receiving training, so no. If he was 20-30, he would have already received knowledge and training, and there would be no memory problem... and he'd probably be dead P:
