It shows up instantly as soon as you accept the skeleton's task.

I didn't see it anywhere and the tip said to go browse the site... Does this mean I broke the quest?

You just have to look everywhere for it. I found mine on *** both times I've done it.

Thank you! That's exactly where it was! I didn't think to look there since I was out of *** and I was more or less expecting some kind of pop-up like when you find random mats on the site. ^ ^

Will this event end when it TURNS to the 9th or AFTER the 9th is over? (I've been terrible at tracking my reset times and I wonder if I'm going to be able to get the last item. @-@ )

This is a small site and usually the events have not been coded to end automatically at certain times. That means that one of the admins have to come online to turn off the events manually. So they usually can't give you the exact time the event ends.
