No, not yet.
Ninja Ai: Yes, but so far I can only make small hats that get layered under the front and over the back of the hair like the party hat, because for all other kinds of hats we need to make it so that the part of the hair that would overlap gets cut off and starkad hasn't added this function to the avatar system yet. Same with coats.
