Can anyone give advice on making hair look as if it's floating and spreading out underwater? I'm struggling with it on the lineart.

I hope this helps :
Pick a direction you want your water to "flow".
The ocean is never really still. P;
The hair usually floats a bit up and leans towards the direction of your "flow".
Look at some pictures of seaweed underwater to get an idea of what I mean.

Ooh, art contest! Normally I wouldn't bother but I've been on an art kick lately so I think I'll give it a shot and see what I can come up with. I like the look of the character very much.
