The Golden Epaulets are actually the NPC request, not the reward you get.
If you completed that quest, you should have Lacrimosa Eyepatch (Red).

Ahh, oops. I only read what are the yellow fringey pauldrons called.

G'duh! I was doing the quest too fast to register the item requested vs. the reward you get. XD Thank you Amura for clearing up my mental-ness.
