If you click the pastry icon right below someone's avatar multiple times, they get as many pastries, yes.
You'll see the message appears more than once saying that you've sent a pastry, and you can check how many ones you have left (and using very basic arithmetics know how many you sent them) in the Give-A-Meal page on the right ---->

Not having much luck getting sweets, but gotten a few pastries, which is awesome :D Not as active as some so I probably won't get much more LOL. This even was fun though. :)

The event is fun. It has not ended yet
Even though Halloween day is over, the event will last a few days longer.
