"Outreach" "involving the community" etc, means everyone!
Every "program" has an age requirement and most are "under" a certain age but there are programs that say "2 months +" "6 months +" the plus sign being the key.
I suppose that could be worded differently...

It is colder on the second floor than it is the basement
This is not right

So i ordered a small space heater on Amazon, mom can stop complaining cuz she has a huge a/c thing that can cool the entire second floor up in her room

That is indeed not right as heat is suppose to move up not down. :}

Cold also seeps in through the outer layers of a home first though so if the heat on the main floor is being prevented from rising properly (like thick flooring or rugs or just bad circulation), the second story could be colder.

I live in a double story house and downstairs is always warmer than upstairs :/
It sucks cause our rooms are upstairs XD

The basement is unfinished
It is generally 20-30 degrees colder than the rest of the house all year round
The second floor is almost broiling in summer and 5-10 degrees colder than the first during winter, give or take for wind

I grew up in this house
This house is set up for the fireplace to heat the living floors (so not the basement)
It is wrong here
Even dad noticed

Well heat may rise but it dissipates too *shrugs* and basements are underground and naturally always colder.

Hence the basement being warmer than the second floor being weird

Not too bad, tho if mom doesn't pay attention to the name and/or it's not in an Amazon box she'll flip
I suppose I could tell her that it's for emergencies or for someone else if I need to explain it
