I have the same question; I'm also wondering if the old quests will ever be switched out. Like, will new users two years down the road be able to participate in the same quest we are right now for the same item? Or should we hurry and finish as many quests as we can before they are made unavailable?

Fungus is still there and Ehlenia has already been there yesterday. No new quests have been added since the announcement was made, nor have any been removed. O.o
Oh, I see now, I thought that because only 3 npc's are there at the same time, it might change every day or something, but I realize now they are random.

I heard they will always be available, unless it is said otherwise.

I know that when you quit a quest you already accepted, you can't do that quest again; but what if you click "No" when there's the options of "Yes", "I'll come back later", and "No"? Does clicking "No" then also mean you can never do the quest?
