During the last contest I got the first entry about 5 minutes after the contest even started, so I do not understand what my comment has to do with arrogance.
If someone doesn't put any effort into something, but just scribbles a couple of lines on a paper because he thinks "I don't need to put time and effort into this, because I will get an item, NO MATTER what", then I think this is disrespectful towards the users who put effort and time into their submissions.
Arrogance would be if I said "only good entries should get something", which is not what I said. Not everyone is equality skilled with doing art. You can be unskilled, but still put effort into your entry.
If someone thinks "Haha, took me about 5 seconds, will get me a free items" and submits something like this:

Do you think it is fair to people who put thoughts, time and effort into their submission?
I don't think it is fair.
And if you consider this attitude arrogance, then I am afraid I do not know what else to tell you, because I consider it to be sense of fairness.
I wish for users to be treated fairly by other users.
"As always" (where did the "as always" even come from) your comment comes off as very hurtful.
Sometimes I wish I was arrogant, so I could just laugh at your comment, but I am not, so it hurts.

If you mean by "item for both sex" that it is the same for both genders, than you only have to submit your entry on one base. If it is an item that is different for male and female, you only need to use one base.
