No, i wouldn't say so. A custard based tart would be more like a quiche
But the Crème fraîche on tarted flambee is only a thin layer like the sauce on pizza

Fried an egg with bellpepper, onion, garlic, parsley, paprika, chili powder, ground cayenne, salt, pepper, cream cheese, and shredded cheese, and put it on an English muffin with a slice of thick-cut bacon.

That sounds amazingly delicious! I wish I had the energy to cook like that in the morning.

Today was considerably less awesome. The last piece of leftover fried chicken from the freezer and a big bowl of leftover mac n' cheese that my daughter wanted Saturday.

I buy frozen bellpeppers already sliced, so for fancy eggs, all I have to do is dump a few peppers in the skillet while I scramble the egg and add a few seasonings to it, pour over the peppers, and plop some cheese in. I'm super lazy on bacon too. When I get a pack, I'll go ahead and fry it (well, bake, because it gets done more evenly and with less splatter), then freeze it. The whole egg ensemble took maybe 10 minutes. The part that saps my energy is being disciplined to wash the skillet afterward. My sink is a terrible disaster at the moment.

I love that you call it tarte flambée when we call it flammekueche XD
