If I recall correctly, they weren't rose themed, but had like a romance thing going on. I'll have to look for their spoiler again.

They look more like siblings to me. Same face, hair, similiar outfits~
EDIT: actually the creator confirms they're siblings, they're rose lord and rose lady if you'll check their descriptions in Silver's gallery
