So how about letting him start out with only a small tuft of hair? That would be a bigger change...?

Vineda has a point, if you start of with the hair a lot shorter, it can add to the changes.

So... You guys still think what I did isn't enough?
His hair is already... pretty short compared to the other stages.

above what you posted here are some suggestions from me:
WARNING - crappy edit ahead, was too lazy for proper drawingDon't do such small details like "part of necklace in 2nd, rest later" stuff. it makes him look stange and doesn't add much to evolution. Try to focus on adding big elements every stage. Since he has all those long hair in the back use it to give more details to the stages. Right now those red bits you added on 4th and 5th are hardly noticable. Draw them more on a side, so the change in them is strongly visable. He's in water after all, they'd never stay perfectly in the back while he's swimming. You can make his lower body all colored in second stage already, adding robe in 3rd and small beginning of "snake" body in 4th. That way you can make second stage change more and have some "in between" element before full grown body.

Probably Wilt, but the OC barely has clothing so it's hard to do an evolving character with so little detail, which results in small changes.

Because I doubt he will be accepted with the current changes I made to him..
Does this guy evolve properly? Just want to know it..

Phew.. Because I want to be sure not to run into the same problems as with Toji.. :/
