These are labeled new quests. are they part of the ones mentioned in the Halloween event announcement? I'm sorry for the silly question if it is. i only just joined.

No, they don't belong to the event itself - they were just released for the ocassion.
These will be avaliable when the event it over, you may start them at any other time.

So it's better to focus on the Back Alley tasks now as you may run out of time for those :mcwink:
