Yes, but jewels and necklaces are tiny tiny things that almost do not count at all and many people tried to explain this to you.
If these tiny additions also will be all you are willing to add in your next attempt, the Knuffel will be rejected again. Even if you add 20 necklaces it will be rejected again.
It does not matter to me how many tiny details you added to your OC. My task is not to check how close the Knuffel is to your OC (which might be your goal), but how well it meets the requirements of Knuffel.
Please take what people told you into consideration if you do not wish for your Knuffel to be rejected again. 
People always gave you good advice you did not use it on your Knuffel, which is why your Knuffel already got rejected 5 or 6 times and will be rejected again if you do not finally start applying the things you were told.

The necklace and armlets will be added in the 4th, the necklace barely visable due the shirt/jacket, so it can't be quite counted as a change. While the armlets, are holding his shirt/jacket.
For example, the jacket/shirt was buttoned in the 3rd but the button springs but the jacket/shirt gets bigger. His horns are thin and tiny at the 3rd, but gets thicker at the 4th. He also gains fins plus longer(Pretty longer) hair in the 4th. His wings are only a few... er.. sticks but in the 5th they will be fully grown.
This is a short explainatory of what I am planning. Keeping somethings for myself though.

If you will just make things he already has bigger in every stage I doubt I will accept him, though I would need to see the final design to tell for sure.
As I have said, if this was my OC and my task to turn him into a Knuffel there would be no way I could make him evolve properly if his original design was supposed to be the final stage, because his final design just does not have enough elements for a 5th or, for my personal taste, even 4th stage.
I strongly advice you against making further attempts to turn your OC into a Knuffel unless you are willing to make major alternations to his design.
If you do not wish to listen to this advice, please do not be mad at me or other users if it gets rejected again.

Just a quick reassurance on proportions: Is it best to follow the actual knuffel proportion on the Wild knuffel page to be more exact on size vs just lining it up with the base? Since the hair is extended much further on the knuffel provided.
Also, for accessories wise, as long as is within the rectangle of 300x377 its acceptable, right?

Base, I belive.
And yes, accessories, wings, clothes etc can take as much space as you want them to, as long as base stays proportional.

really? well firn based it off the knuffel with hair which is why i was asking since thats a little bigger than the blank base so i was unsure what to properly follow. anyways round 2~ <3

i think you may want to add at least 1 more thing (like make st 1 dress much more simple), because most of changes seem rather small atm and what you mainly see when looking at them is big white dress in both.
lunar> ah, i never really compared the size of those two tbh. guess they both are within proportions then.

Hello people! I'm posting here because my Knuffel was rejected for the reason that "At least one or more of the image files is drawn out of proportions."
I would like to ask Firn, or anyone else with a discerning eye which one it is.

Is it because of the wings, horns, hair, etc?
If it is the wings, which I realize cut off a little, it can be fixed easily.
Also, my apologies, my eyes can be a bit weird. I didn't paste all of them in the exact same position on the comparison...
