According to what I've read, yes, the evolved forms of the baby Pokemon are no longer available from eggs (unless the egg was picked up prior to when the baby Pokemon were released.)

I've still got my starter as my buddy. It takes me forever to earn candies. I never walk anywhere.

I've got my Dragonaire as my buddy. I very seldom ever see Dratini so this is about the only way I'll ever get a Dragonite. It's gonna take a while.

-Stares at magikarp- This is my buddy he flops and his name is "Splashing", I need him to become a big strong sea dragon for me! then back to bulbasaur!

Hahaha!! I got lucky there and managed to catch a wild Gyrados. It doesn't have twister either!
