Such an amazing and emotional part of the movie. (Also, movie mistake, the actor used his hips while completing the stairs when the character is supposed to be paralyzed from waist down)
BUT, there is a black market for genes, and the male in the wheel chair (Jerome, Valid) sold his identity/genes to Vincent (In-valid). He doesn't interact with the outside world much because what they were doing is highly illegal, but I think they do go out here and there (it's been a while since I have seen the movie).

Okay, so Vincet is an In-valid, and purchases the genes of another so he can follow his dreams and journey into space. If he didn't get another's genes he would've been a cleaner all of his life. Job interviews are urine samples ... so you can be the most qualified person, but if you are an In-valid you wont get the job. Being an In-valid is highly looked down upon because through genes you can estimate various things like a persons life span, estimate chances of heart problems (which is a reason why the love interest of Vincent cannot travel to space even though she is a Valid) etc...
