They actually have done tests to determine exactly how much damage not enough sleep has on somebodies ability to learn.
Honestly they have made experiments of nearly everything. I just wish I remembered which university it was so that I could look it up. :}

Dream, I don't doubt that there's studies on how it affects the learning, but it's probably hard to do any on how many mistakes actually get made by medical stuff later on because they didn't learn something properly because they were tired. It's one more level of indirection in the effect, which makes it more complicated to measure.
