Our uni provides us with the test, we have them in all the languages you can study at our uni. And you actually have to take a test, provided that you have previous knowledge. If you don't know the language yet you obviously start with A1.
It sounds super weird to me to let the students guess their own level :o
We did go to the fair yesterday and it was lovely :) Lots of actual craftsmen there that you could watch work as well as buy their products, not just people selling standard stuff. And a gorgeous location - a castle that we visited before and that we thought was kinda lifeless, it benefits so much from having a market held there.

That sounds like a much better system than ours - here there's just courses of different levels and you need to somehow figure out which one you should enroll in.
