The kind that doesn't have any cake at all, but is cake-shaped ice cream with various flavors and possibly cookie chunks mixed in or a fudge sauce layer, and whipped cream on top?
Or the kind that is frozen cake with ice cream infused in it?
Either way, for many cakes it's weirdly cheaper to buy a ready-made one. I've always been deeply suspicious of how they can possibly create ready-made cakes for far cheaper than the ingredients to make them from scratch, so I've never actually gotten a store-made cake, but I had at least one friend who said "they aren't bad and they're easy" so I guess there's that to be said for them?
But I could definitely walk you through how to make ice cream cake if you wanted. I've done a number of them, back when my godson was little and thought sweet treats was the best possible present. (Yes, I shamelessly bribed him with ice cream cake in exchange for good behavior and chores, but in my defense I didn't ever stuff him full of sugar and then send him home; I always kept him around long enough for the worst of it to wear off first)

Take into consideration that we don't have the stuff to make a standard cake, much less stuff for an ice cream cake

Not big on baking, then, your family? I'm always a little caught off-guard by that but it seems like that's becoming the new normal. I remember running out of flour once and going to a neighbor's to ask for some and they didn't actually keep any flour on hand ever? They just never cooked. It was such a surprise. But he was so sweet, he walked with me over to the next neighbor and then came and learned how to make cookies with me. We were planning it to be a regular yearly event but his grandson got a new job and the two of them moved across the country. Anyhow it was definitely eye-opening. The Elders used to tease him something fierce after that, but we also invited them over for dinner more, so I hope he didn't mind too much.
Hm, I need to finish paying off this hold to Sing Along Songs and then I'm going to at least try and fill out more of your wishlist, so you have SOMETHING for your birthday!

Well, the last flour we had a mouse somehow managed to get in and shit all over and we haven't really bothered replacing it
Despite it being in a huge plastic bin that stayed shut and didn't get chewed open
The lid wasn't broken and no gaps so no one knows how
