How do you make a transparent background? o.o
I use paintshop pro....
Also, is the knuffel base image the correct size? So I wouldn't have to re-size it to the correct measurements if I use the base?

The base is the correct size and should be a transparent png.

Ues layers, if you're not working on the bottom layer you can simply just erase it :3

As long as the author of the base has given you permission, you can. I know a couple of different people have put up bases in their threads like that.

I do not know Naruto (I know it is an anime/manga, but that's where my knowledge ends and I do not know how the characters look like), thus I did not recognize it as copyrighted material, but thank you for the information.
Please report such rule-breakings to an administrator or moderator in the future. It saves us a lot of time if such things get addressed to us directly instead of having to hunt them down in the forums. Thank you!
