But since when do we get at the beginning, middle AND end of a month new sets?

But we don't.
We usually have two Treasure Trove updates each month. We had one on the 8th and the second one today on the 20th.
Last month we had one on the 16th and on on the 27th. The updates usually fall around the date when the previously oldest sets leave the Treasure Trove and each set stays in the Treasure trove for 12 week.
It has been like this for years.
