duplicate perk item received instead of next tier

Hello. I bought 10 fc earlier this month and got the first 2 perk items, but I recently bought 5 more, yet I got a duplicate Queen's Heart Bunny Ears (denim) instead of the Queen's Multicolored Headwings (Blush). Has the method to getting perks changed and I have to buy the correct amount at once instead of over the course of the month?

No, nothing has changed. I just have a hard time keeping track of who already got what perk and what perk he's supposed to get if people split up their donations into multiple small ones.
