I think that you need to go back and read the first announcement that explains everything. Or here is what is says, this will explain it.
Here is the tweak though: Since getting all these items is really really easy as we have priced the items really low, and we do not want this event to be over within 3 days, we will release different summer event items at different times. There are 4 different colored sets to obtain and each week only one color of ice cream will be given out for posting and only one color set can be bought in the Summer Booth. Between each change you will get 2 extra days, in which you won't earn any ice cream for posting, but which you can use to spend your remaining ice cream. Please make sure to spend all the ice cream till the deadline, as they will vanish after that.
If you do miss some of the event items, I am sure there will be others whom will have extras up in the market or selling threads.

I missed a few items of the first set and working on my second set of the fire orange. I really like how all the colors are matching up. It is really fun.
