Just because you cannot do it doesn't mean other's can't.
Obviously what is possible has a lot to do with how much time and work you are willing to put into a task. 
You said you have gone through 216 pages. That takes about 216 seconds, maybe 2 or 3 times as long if your internet connection isn't that fast, so let's say 3 seconds to load a page -
You spent between 3,6 and 15,8 minutes on today's task, found 9 fish and are already complaining.
If you aren't willing to spend something like an hour on one of the few slightly more difficult tasks, then this is because of your lack of time or commitment, so please do not blame it on someone else or even say that the task was impossible.
The Easter Event 2013 for example required a total of 1700 pop ups to collect all items. And people managed. THAT was hard! (too hard, probably) People have managed much more difficult events, this task isn't even really difficult compared to whole past events we had.
It definitely takes longer than just a second to load a page. Sometimes it can take a few. I make sure to load the page fully because I've almost missed fish before. The pop up doesn't always appear immediately as I get on the page.
I'm not the only person talking about how hard it's been to find them or having a lack of time. It definitely took me more than 15 minutes because I was looking before I went into the 216 pages and I did not sit here constantly clicking on the next page.
Don't get me wrong, I like the event, I just think being expected to sit here clicking away is a bit much. I'm sure the Easter event gave people more than 24 hours to find all 1700 pop ups. 45 in 24 hours (Or the 12 that I've had) wouldn't be so bad if they actually popped up for me. You would think that if the odds were the same, I would have found them all since I went through the same number of pages for the first fish.
